Review of Georgia Legislation - House Bill 930

The Atlanta Department of Public Works retained Cincar Consulting Group, LLC (C2G) to review and advise the City on the implications of HB930.  A report and presentation were provided to the Department of Public Works discussing key elements of legislation and action that could be taken to further the City’s interest. Georgia HB930 established regional transit governance and funding in Metropolitan Atlanta with the Atlanta-region Transit Link “ATL” Authority Act.  HB930 will bring the existing transit systems in the region under a unified brand by 2023, known as ATL.
 
The legislation provided opportunities for significant new transit funding by enabling counties to seek increases in sales tax of up to 1% for up to 30 years and fund transit in their respective counties in ways that best address the needs of the counties.  It also outlined a governance structure that will oversee the new organization with a 16-member board to be appointed by state legislators, county commission chairs, and mayors who represent the district, the Speaker of the House, Senate president, and the Governor.
